asked Her Majesty's Government:

Whether they will seek to give effect to the recommendations of the Joint Committee on the Financial Services and Markets Bill (HL Paper 50-I, HC328-I of 27 April) that the two Houses of Parliament "should establish a specialist Human Rights Committee as soon as possible". [HL2416]

The Government will reply shortly to the Joint Committee's report. It remains our intention to set up a Joint Committee on Human Rights before the Human Rights Act 1998 comes fully into force so that it will have time to prepare its work. The human rights issues involved in the draft Financial Services and Markets Bill are currently being examined by the Joint Committee on that Bill.
