Road traffic law enforcement is an operational matter for individual chief officers of police and they decide whether to employ such technology in the light of their local conditions and policing priorities. The 1996 Police Research Group paper "Cost benefit analysis of traffic light and speed cameras" provides a snapshot of the numbers of sites and costs for such cameras in service with ten forces at that time.
