Mr. Mitchell

To ask the Chancellor of the Exchequer if he will list those proposals for private finance initiatives for each department of state made since 1 May 1997, stating for each the proposed(a) contribution from private finance and (b) date of commencement; and if he will list in each case whether the sums involved count against the ceilings for public investment set by the Treaty of Maastricht. (a) Table 1 gives the details underpinning Table B 16 of 1999 FSBR covering PFUPPP projects signed from 1 May 1997 to 1 April 1999. Under PFI, the public sector contracts for services not assets, and capital investment is only one of the activities undertaken by the private sector in order to supply these services. The figures in Table 1 therefore do not reflect the total value of these contracts, but do reflect Treasury estimates of capital expenditure by the private sector.

(b) Table 2 shows a list and start dates of those projects which the Treasury has been informed are operational.
