§ The Prime MinisterFollowing informal discussion of European defence arrangements at Portschach, the United Kingdom and France agreed a joint declaration at St. Malo on 4 December 1998. Following this, the NATO Summit in Washington on 25 April 1999 agreed on ways to take forward the initiative in NATO. The European Council at374W Cologne issued a Declaration on 4 June 1999 committing the EU to strengthen its common European security and defence policy.
