To ask the Prime Minister if he will list proposals which have become legislation at European Community level, following the joint Franco-German letter at the Cardiff EU summit; what was the UK's policy on each proposal; and if he will make a statement. [90846]

The Prime Minister

All Community legislation is published in theOfficial Journal, copies of which are placed in the Library of the House. It is the Government's policy to consider each proposal on its merits, taking into account all relevant factors including the principle of subsidiarity as mentioned in the Franco-German letter to the Cardiff European Council.

The Government attach importance to the proper application of subsidiarity, which is designed to ensure that decisions are taken at the most appropriate level, be that European, national, regional or local.
