§ Mr. StrawWe plan to bring the remaining provisions of the Human Rights Act 1998 into force throughout the United Kingdom on 2 October 2000. However, under devolution legislation already in force, the Scottish Parliament and Executive of the Welsh Assembly may not lawfully act in a manner incompatible with convention rights.
