To ask the Secretary of State for the Home Department what is his estimate of the cost of a Royal Commission of Inquiry into animal experiments. [67339]

We estimate that such a Royal Commission would cost at least £800,000 per annum and that it would need to sit for between two and three years, although both the cost and duration of such a Commission would depend on the terms of reference and other factors which are difficult to assess and quantify.
