To ask the Secretary of State for the Home Department, pursuant to his answer of 9 December 1998,Official Report, column 214, if the average cost of flights, with reference to flights by Ministers in his Department, refers to the average cost per passenger. [64720]

The average cost refers to the average cost per trip and not the average cost per passenger.
