To ask the Secretary of State for the Home Department what plans he has to include(a) paedophiles and (b) hebephiles within his proposed criteria for assessing people with severe personality disorder; and if he will make a statement. [73151]

My right hon. Friend the Home Secretary made it clear in his statement to the House on 15 February 1999,Official Report, columns 601–13, that a consultation document will be published later in the spring on the options for the new framework within which indeterminate reviewable detention powers for dangerous severely personality disordered individuals will operate. The powers will be available whether or not someone was before the courts for an offence. Sexual deviancy alone does not constitute a mental disorder. However, assessments of both dangerousness and severe personality disorder would certainly take account of previous known criminal behaviour whether of a paedophiliac, hebephiliac or any other nature.
