§ Dawn Primarolo[holding answer 18 January 1999]: The OECD Report "Harmful Tax Competition: An Emerging Global Issue" recommended the establishment of a Forum to implement the Report and that the Forum should produce a list of tax havens on the basis of the factors identified in the Report by October 1999. It would not be appropriate to anticipate the outcome of that exercise.
