To ask the Secretary of State for Wales what progress has been made in setting up individual learning accounts; and if he will make a statement. [71150]

§ Mr. Hain
Building on the work of the development projects in the West Wales and North Wales TEC areas, a small number of Individual Learning Accounts, supported by TEC resources, will start to become available from 1999. This is in advance of the launch of the National Framework in the year 2000.
Following the transfer of powers, this issue will be a matter for the National Assembly.
