§ Ms Quin[holding answer 8 February 1999]: Usage of this geographical term is as described in my answer to the hon. Member for Sevenoaks of 1 February 1999, Official Report, column 496. This has no implications for our position on sovereignty over British waters around Gibraltar. It is not practical to conduct a survey of past usage, but I understand that both terms have been used in public documents in the past.
