To ask the Secretary of State for the Environment, Transport and the Regions if he will postpone the implementation of proposals to limit the payment of council tax benefit subsidy in 1999–2000 to allow for consultation on the impact of its introduction. [68284]

We have consulted fully on our proposals. There is no reason to delay introduction of the scheme.
