To ask the Secretary of State for Scotland if he will list for each project over £50,000 payments under the Barnett Formula to his Department in the two most recent years and moneys already allocated under the formula for the financial years 1999–2000 and 2000–01. [69858]

The Barnett formula is used to calculate the Scottish share of changes to the baselines of those English or English and Welsh programmes which are comparable to Scottish programmes. It is not applied to specific projects. The Departmental Expenditure Limit figures for Scotland for the years 1999–2000 to 2000–01, which were calculated in accordance with the Barnett formula, are set out in Table 22.1 of the Comprehensive Spending Review White Paper "Modern Public Services for Britain: Investing in Reform" (Cm 4011).
