1. All the figures show the year-on-year changes between 1997–98 and 1998–99.
2. The education SSA figures take account of income from nursery vouchers in 1997–98.
3. The specific grant figures show the year-on-year change in the total amount allocated through the Grants for Education Support and Training (GEST) programme in 1997–98 and through the Standards Fund in 1998–99. The figures therefore include the LEA contribution as well as the grant.
4. The spending figures represent the year-on-year change in budgeted net revenue expenditure on education, adjusted for income from nursery vouchers. The figures have been derived from each authority's General Fund Revenue Account (RA) returns. They exclude expenditure financed by specific grants but include the LEA contribution towards such expenditure. The figures also include a pro rata share of certain heads of expenditure, notably capital expenditure charged to the revenue account, which cannot be attributed to individual services.
