Friend the then Chief Secretary explained in his answer of 29 June 1998,Official Report, column 28, the Government's participation in the Channel Tunnel Rail Link was assessed using a model of London and Continental Railway's future finances. The risk assessment was likewise based on that model, which will remain confidential until such time as disclosure would not affect the commercial interests of the company.
