To ask the Minister of Agriculture, Fisheries and Food if he will list those rendering plants currently in operation in accordance with the Animal By-Products Order 1992 indicating for each whether(a) a waste water disposal system meeting hygiene requirements is required, (b) ministerial approval has been given for each facility and (c) a waste water disposal system is currently operating. All of these plants are approved by the Minister of Agriculture, Fisheries and Food. It is a condition of approval in each case that the plant has a waste water disposal system meeting hygiene requirements. If this system is not operational, the plant would be in breach of its approval.

To ask the Minister of Agriculture, Fisheries and Food if he will make a statement on the Animal By-Products Order 1992 in relation to off-site hygienic disposal. [60042]

[holding answer 16 November 1998]: The Animal By-Products Order 1992 requires animal by-products to be disposed of by rendering, incineration, use of scientific purposes, or in certain circumstances, by burial or burning. For low risk material, use for the production of petfood, pharmaceutical or technical products is also allowed, and for low risk material and certain types of high risk material, treatment at a knacker's yard, hunt kennel, maggot farm or similar premises is permitted.

To ask the Minister of Agriculture, Fisheries and Food what criteria apply to define a waste water system as required by the Animal By-Products Order 1992; and if he will make a statement. [60026]

The Animal By-Products Order 1992 does not specify the criteria that define a waste water system. Responsibility for enforcing controls on the disposal of waste water rests with the water authorities and, in some cases, the Environment Agency.
