To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 2 November 1998,Official Report, column 414, relating to Executive Council meetings on St. Helena if he will give the names of those attending the meeting on 16 June; if they were voting or non-voting members; if proxy members were asked to attend; and how the quorum was obtained. The following Members of Executive Council attended the meeting held on 16 June:

  • The Chief Secretary (Mr. Michael Clancy)
  • The Acting Financial Secretary (Mr. Desmond Wade)
  • The Attorney General (Mr. Kurt de Freitas, OBE)
  • The Hon. Eric W. George
  • The Hon. Terrance F. Richards.

All, except for the Attorney General, may vote in Executive Council. There is no provision in the Constitution for proxies. Section 8(2) of the St. Helena Constitution Order, 1989 provides that no business except that of adjournment shall be transacted by the Executive Council if objection is taken by any Member present that there are less than five members present (excluding any member presiding in the absence of the Governor). A quorum can thus effectively be considered as five.
