To ask the Secretary of State for the Environment, Transport and the Regions what was the capital investment in publicly owned and other social housing at 1994–95 prices in(a) 1979–80, (b) 1984–85, (c) 1989–90 and (d) 1994–95; and what is the amount planned for 1999–2000. [58591]

Figures for gross housing capital expenditure by local authorities (excluding grants to the private sector and mortgage lending) and through the Housing Corporation's Approved Development Programme are as follows. Future levels of housing capital expenditure by local authorities reflect the programmes decided by authorities in the light of allocations from central government and the amount of their own resources (e.g. useable capital receipts, contributions from revenue) that they choose to use. The Government's spending plans for 1999–2000 include around £1.03 billion (£0.899 billion at 1994–95 prices) for local authority housing capital expenditure (other than allocations specifically for private sector grants); the corresponding figure for 1994–95 was
