HC Deb 09 November 1998 vol 319 cc11-2W
Mr. Gibb

To ask the Secretary of State for the Environment, Transport and the Regions what guarantees Bechtel has provided in respect of the completion of the Jubilee Line extension on time; and what are the penalty provisions. [58203]

Ms Glenda Jackson

Responsibility for completing the Jubilee Line Extension on time remains with London Transport, as has been the case since the start of the project. The contract with Bechtel contains incentives for earlier completion of the Extension and penalty provisions for lateness. Details of these arrangements are commercially confidential.

Mr. Gibb

To ask the Secretary of State for the Environment, Transport and the Regions what tender process was carried out to appoint a project manager following the conclusion of the feasibility study into the Jubilee Line extension that the original management team would not be able to complete the project on time. [58201]

Ms Glenda Jackson

Bechtel's study recommended that a fresh approach be taken for the commissioning stage of the project, to enhance confidence that the line would open in good time for the Millennium Exhibition. Following consideration of the study's findings, London Transport appointed the company to provide resources to strengthen and refocus the project management team accordingly. This was done with regard to European Union procurement rules allowing derogation, where urgency in the procurement process can be demonstrated.

Mr. Gibb

To ask the Secretary of State for the Environment, Transport and the Regions how much was paid to Bechtel to carry out their feasibility study into whether the construction of the Jubilee Line extension could be completed to deadline. [58200]

Ms Glenda Jackson

London Transport invited two companies to make proposals for a feasibility study and, having seen the proposals, selected Bechtel. The level of fee is commercially confidential.
