To ask the Secretary of State for the Environment, Transport and the Regions what steps will be taken to curb the number of accidents arising from cyclists using the pavement. [58197]

The Government intend to extend the scope of the Fixed Penalty Notice regime to cover the offence of cycling on the footway. This measure will help streamline enforcement procedures, and act as a deterrent to illegal behaviour by cyclists.

We are encouraging all local highway authorities to improve conditions on the road for cycling. Better provision for cyclists should help reduce the incidence of cycling on the pavement. We are updating our advice to local authorities on the design and layout of facilities, such as cycle tracks, shared by cyclists and pedestrians.
