§ Mr. Tony LloydWe are aware that the Deputy Prime Minister of Canada suggested the idea of an International Forum for Federalism in a speech to the London School of Economics and Political Science on 29 October. However, it would not be appropriate for HMG to make a statement on this initiative which, we understand, is only at an early stage of development.
