To ask the Secretary of State for the Environment, Transport and the Regions what assessment he has made of the relative risks of(a) cycling and walking and (b) powered two-wheel vehicle use; and if he will ensure that the latter is not excluded from the Integrated Transport Policy on the grounds of safety. Table 1.6 of Transport Statistics Great Britain 1997 shows that, for every billion passenger kilometres travelled in 1995 (latest figures), there were 1,507 two-wheeled motor vehicle users killed or seriously injured. The comparable figures for pedal cyclists were 881 and 611 for pedestrians. Motorcycle use, like other modes of transport, will be addressed in the Integrated Transport Policy White Paper.

To ask the Secretary of State for the Environment, Transport and the Regions what plans he has to end the requirement that provisional motorcycle licence holders who fail to pass their driving test within two years are subject to a one year ban. [42331]

We are preparing a consultation paper that will consider the options for amending the current rule, whilst ensuring that any alternative arrangements provide that learner riders are properly trained and tested.
