§ Mr. Alan HowarthThe Supported Employment capitation grant is not a benefit paid directly to individuals. It is a subsidy paid to employers to help them with the costs of employing disabled people. It would therefore be misleading and inappropriate to apply the benefit uprating percentage to it.
