§ Mr. DarlingThe National Audit Office will retain the powers to audit the expenditure of the Secretary of State for Scotland, including the payment of grant into the Scottish Consolidated Fund. Expenditure out of the Scottish Consolidated Fund will be audited by an independent auditor or auditors reporting to the Scottish Parliament as provided for in clause 66(1)(c) of the Scotland Bill.
