To ask the Secretary of State for the Home Department what regulations govern paid employment for a person serving a custodial sentence. [40289]

Regulations governing prisoners' pay and earning are set out in Prison Service Standing Order 6 and the Prisoners' Pay Manual which was introduced in 1992, copies of which are in the Library.

The manual sets out a framework within which prisoners can be rewarded for taking part in purposeful activities. Properly balanced incentives encourage sustained effort from prisoners engaging in those activities. We are looking again at this to see whether further changes need to be made.
