§ Mr. MilburnGuidance published at Easter (Health Service Circular 1998/065) contains advice that the governing body should command the confidence of stakeholders; take into account the need for the Primary Care Group to work with the host health authority; and allow the primary care groups to obtain the range of managerial and clinical competencies necessary for them to undertake their functions. Further guidance will be published in the summer.
