§ Mr. Tony LloydWe welcome the debate in the United Nations on Security Council enlargement. We want to see an early enlargement of the Council to make it more representative, without compromising its effectiveness. We support an increase in both permanent and non-permanent categories. We support permanent seats for Germany and Japan and for developing countries in Africa, Asia and Latin America and the Caribbean.
