§ Dr. StrangWe are working to encourage greater compliance with speed limits in urban areas, which could result in a substantial reduction in deaths and injuries. We have also encouraged the creation of 20 mph zones, and I have already announced that we intend to give local authorities the power to decide whether reductions to 20 mph should be made in appropriate cases without reference to the Department.
