I have today arranged for the Fifth Annual Report of the Independent Assessor of Military Complaints Procedures in Northern Ireland to be placed in the Library of the House. I note that, following Mr. McDonald's first year in office, he is of the firm view that the complaints procedures and their operation continue to be given proper attention by the Army and, although there has been an increase in non-criminal complaints compared with the previous year, I am heartened that the Assessor concludes that this is at least in part a reflection of increased public confidence in the effectiveness of the complaints system.

The report provides welcome reassurance to the Government and to the public that the Army's complaints procedures stand scrutiny.
