To ask the Secretary of State for Health, pursuant to his answer of 23 March 1998,Official Report, column 46, if he will publish the terms of reference and timetable for his Department's review of scope for extending direct payments to people over 65 years of age; and what arrangements have been made to consult older people in the course of the review.[45175]

I announced a review of direct payments on 24 April 1998, whose scope and timetable were set out in Local Authority Social Services Letter (98)7, copies of which are available in the Library. Letters were sent

The fieldwork for phase I of PRODIGY was carried out from October 1995 to April 1996, and that for phase II from April 1997 to September 1997. The phase I final report has been completed and will be published shortly. Decisions will be made about the future of the project when the findings from both phases have been carefully considered.
