To ask the Chancellor of the Exchequer what are the fiscal and monetary responsibilities of(a) the Government and (b) the Bank of England in relation to the financial institutions and affairs of Jersey; to what extent the liabilities of the Jersey financial institutions are underwritten by each; and if he will make a statement. [holding answer 3 June 1998]: The responsibilities of the UK Government in relation to Jersey and the other Crown Dependencies were last set out in the Kilbrandon report in 1973. In essence, the Government are responsible for Jersey's external relations and defence, and the Crown has ultimate responsibility for the good governance of the Bailiwick.

Although Jersey is in monetary union with the UK, neither the Government nor the Bank of England have responsibility for the fiscal or monetary affairs of the
