Dr. Ladyman

To ask the Secretary of State for the Environment, Transport and the Regions how many traffic accidents were recorded and in how many cases the driver at fault was found to have blood alcohol levels (a) over 80 mg per 100 ml, (b) between 50 and 80 mg per 100 ml and (c) between 0 and 50 mg per 100 ml, in the last year for which figures are available. [43839]

Ms Glenda Jackson

The present accident reporting system does not identify whether a driver was at fault. However, some information on blood levels of drivers and motor cycle riders killed in road accidents is available from data supplied to the Department by Coroners in England and Wales and the Procurators Fiscal in Scotland. The table shows the percentage of drivers and motor cycle fatalities above given blood alcohol levels for a sample of 963 of the 1,612 riders and drivers who died in road accidents in 1995.

Blood alcohol levels Percentage of motor vehicle driver or rider fatalities
Over 80 mg per 100 ml 19
Between 50 and 80 mg per 100 ml 2
Below 50 mg1 per 100 ml 79
