To ask the Secretary of State for the Environment, Transport and the Regions what regulations govern the use of endangered species in travelling circuses. [43212]

Under the terms of Council Regulation EC No. 338/97, which implements the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) within the Community, it is an offence to use for commercial gain, or display for commercial purposes, any of the species listed as endangered in Annex A of the Regulation unless this Department has issued a certificate for that purpose. This list includes many animals commonly found in travelling circuses, including tigers and elephants.
