To ask the Secretary of State for the Environment, Transport and the Regions if he will make it a legal requirement for the manufacturers and retailers of bicycles to provide machines with(a) fitted rear and front lights and (b) a bell or other audible warning device. [43312]

Issues concerning the fitment of bells and lights to pedal cycles were the subject of a recent public consultation exercise carried out by the Department. Various proposals were presented, including the mandatory fitment of bells and lights to new bicycles at the point of sale.

The views received are currently being analysed. When this process is complete, the Government will be in a better position to consider whether any change to the legislation in this area is necessary.
