§ Ms Glenda JacksonIn 1993 the Department initiated the Journey Times Survey as a means of assessing long-term changes in accessibility in London, and how complete door-to-door journey times vary between modes. Motorcycling is not included in the survey as it is considered that the journey times recorded would not be a sufficiently reliable indicator of changing traffic conditions.
