§ Mr. Geoffrey Robinson[holding answer 21 July 1998]: As I said at the Report stage of the Finance Bill I was sympathetic to the case of non-taxpayers who will be affected by the withdrawal of payable tax credits from 6 April 1999, and I have the matter under review. That remains the position.
