§ Mrs. DunwoodyTo ask the Secretary of State for the Environment, Transport and the Regions if he will list the rail routes on which the achievement of target journey times deteriorated substantially between 1993 and 1998. [51372]
§ Ms Glenda JacksonThe table shows the percentage of scheduled trains arriving on time comparing the annual average performance for 1992–93 with the annual average performance in 1997–98, where information is available. For 12 route groups average performance in 1997–98 was worse than in 1992–93; for 35 route groups it was better. 18 route groups have changed or been created since the end of 1992–93 and therefore no comparison can be made.
A train is deemed on time if it arrives within a specified period of the scheduled arrival time. In respect of the former InterCity and long distance Regional services this is 9 minutes 59 seconds; in respect of the former Network SouthEast and short distance Regional services this is 4 minute 59 seconds; and in respect of Scottish sleeper services this is 30 minutes. Prior to April 1995 on time was defined as within 10 minutes 59 seconds of the scheduled arrival time for the former InterCity and long distance Regional Services, and within 5 minutes and 59 seconds of scheduled arrival time for the former Network SouthEast and short distance Regional services. Certain services may be excluded from the calculations.
