§ Mr. DarlingThe appendices to the Bingham report contain information that was supplied in confidence. At the outset of the inquiry, Lord Bingham's invitation to submit evidence made it clear he would respect confidentiality. I do not believe we can now break that undertaking. To do so would compromise future inquiries. However, Lord Bingham did draw on all the information supplied to him when preparing his report and reaching his conclusions.
