Expenditure on new housebuilding covers dwellings to be retained for letting, along with those built for sale under a variety of low-cost home ownership schemes (either by the authority directly or by private developers under licence), and specially designed/mobility dwellings for the sick, disabled or elderly.

Expenditure is included on existing private sector properties acquired for redevelopment, and new dwellings purchased directly from developers for HRA rent, as are any land acquisition costs.
