To ask the Secretary of State for the Environment, Transport and the Regions if he will list the EU states that have not yet fully implemented the first EU driving licence as amended in 1991; and if he will list the EU states currently applying the discretionary approach allowed for in the 1991 revision. [holding answer 9 February 1998]: We do not have complete information about implementation of the Second EU driving licence directive (which repealed the first directive), or about practice in other Member States. However, we understand that Germany have not yet implemented the Directive and that infraction proceedings may be taken against them. We understand that Belgium, Denmark, the Netherlands, Sweden and France make some use of the provision in the second directive allowing Group 2 licences to be issued to insulin-treated diabetics in very exceptional cases.
