C.l) and minibuses with 9 to 16 passenger seats (cat. D.l.) by insulin-treated diabetics in order to ensure that EU licence holders from EU countries that have not fully implemented the relevant directive (91/439) will not be able to drive on United Kingdom roads. § Ms Glenda Jackson[holding answer 9 February 1998]: The second directive requires licences issued by Member States to be mutually recognised. This applies to licences issued both before and after the directive came into force. It is for the European Commission to monitor implementation of the Directive and, if necessary, take action against those Member States which have not complied with its requirements. Drivers of vehicles in categories C and D (including C1 and Dl) who become resident in the UK are required to register with the Driver and Vehicle Licensing Agency and to meet the medical standards applying in this country.
