To ask the Secretary of State for the Environment, Transport and the Regions what plans he has to introduce legislation to require owners to maintain their properties in a reasonable and safe state of repair. [27711]

Owners are first and foremost responsible for maintaining their properties in a reasonable and safe state of repair. Statutory provisions exist for local authorities to take enforcement action against owners whose properties are unfit for human habitation or in a state of disrepair. In the private rented sector we are committed to introducing a licensing scheme for houses in multiple occupation where poor fire and safety and other health and safety standards often apply. Primary legislation will be needed to introduce a licensing scheme.
