Mr. Mitchell

To ask the Secretary of State for the Environment, Transport and the Regions if he will list(a) those local authorities which do not use housing revenue account surplus to fund rent rebates, (b) the proportion of local authorities where rent was paid out of the housing rent account surplus for each year since 1990 and (c) the total transferred out of the housing rent surplus account for each year since 1990. In 1997–98 the following housing authorities do not use housing revenue account surpluses to fund rent rebates:

  • Blackburn
  • Brent
  • Camden
  • City of London
  • Ealing
  • Greenwich
  • Hackney
  • Hammersmith and Fulham
  • Haringey
  • Hounslow
  • Islington
  • Kensington and Chelsea
  • Lambeth
  • Lewisham
  • Liverpool
  • Manchester
  • Newcastle Upon Tyne
  • Newham
  • North Tyneside
  • Oldham
  • Rochdale
  • Salford
  • Sheffield
  • Southwark
  • Tower Hamlets
  • Waltham Forest
  • Westminster

The following table shows for England for each year since 1990 the number of housing authorities, the number that have a housing element surplus and the number that have a housing element surplus as a proportion of all housing authorities. All authorities with a housing element surplus make a contribution from their housing revenue account to the costs of rent rebates. The table also shows the total amount of that contribution in each year.

Data for 1996–97 are taken from the Pre-audit Final Housing Revenue Account Subsidy claim forms submitted to the Department of the Environment, Transport and the Regions in the September following the relevant year.

Data for 1997–98 are taken from the 2nd on-account Housing Revenue Account Subsidy claim form submitted to the Department of the Environment, Transport and the Regions in August 1997.
