§ Dr. HowellsMy right hon. Friend the Secretary of State has made no such assessment. The Jean Monnet Project is implemented by the European Commission without direct involvement on the part of EU Member States. However, I understand that the purpose of the Project is to encourage the academic study of European integration issues in universities, not to advance the process of integration itself.
