§ Mr. GalbraithNet expenditure on the Health Service in Scotland is planned to be £4.6 billion in 1998–99. Following the Comprehensive Spending Review an extra £1.8 billion is planned to be spent over the period 1999–2000 to 2001–02. Planned spending next year will be at a record high of £4.9 billion or about £960 per head.
