To ask the Secretary of State for the Environment, Transport and the Regions if he will list the incentives available to train operating companies to provide services above the minimum standards set by their franchise. [61896]

The minimum level of service an operator must plan to provide is set out in the Passenger Service Requirement (PSR), which forms a key part of the contract. Train operating companies have commercial incentives to operate additional services and attract more passengers. The Franchising Director has powers to enforce compliance with the PSR and failure to comply could lead to termination of the franchise.
