To ask the Secretary of State for the Environment, Transport and the Regions when the Government will publish the report on the outcome of the transfer of powers and responsibilities in respect of the Teesside Development Corporation. [39957]

The Teesside Development Corporation's planning powers were transferred to the local planning authorities on 25 March 1998 by Statutory Instrument (SI 1998/84). Responsibility for the Tees Barrage and the Corporation's residual property, rights and liabilities were transferred to the Commission for the New Towns on 1 April 1998, again by Statutory Instruments, (SI 1998/570) and (SI 1998/85). The Department has no plans to publish a separate report on the transfer of the Corporation's powers and responsibilities, but would expect the Corporation's Annual Report for 1997/98 to include details of the arrangements it made to wind-up its affairs and transfer unfinished schemes to successor bodies for completion.

Yes, the Corporation has a statutory obligation to publish its Accounts. It is also required to make an Annual Report to the Secretary of State which will be laid before both Houses of Parliament. The Corporation is currently preparing both documents. The Department is aiming for the Annual Report and Accounts for 1997/98 to be laid before Parliament before the Corporation is finally dissolved on 1 July.
