To ask the Secretary of State for the Environment, Transport and the Regions if he requires the Environmental Statement submitted as part of an application for any project which will have an effect on transport volumes or patterns to include(a) an assessment of the number of journeys, by any means of transport, which are generated and saved, (b) an estimate of the projected distances of those journeys, and (c) an assessment of the total increase or reduction in the emission of greenhouse gases and other pollutants caused as a result. The requirements for the content of Environmental Statements are set by the provisions of Annex III of Council Directive 85/337/EEC on the assessment of certain public and private projects on the environment (the EIA Directive). These requirements are implemented, in the main, through the Town and Country Planning (Assessment of Environmental Effects) Regulations 1988 (SI 1988 No. 1199). Developers are required to describe the likely significant effects of the project on the environment and to describe the forecasting methods used. To assist developers, the Department issued a Good Practice Guide on the preparation of Environmental Statements in 1995. This includes guidance on assessing the impacts on air and climate and of traffic and transport.
