§ Dr. HowellsMy right hon. Friend the Secretary of State plans to require most new entrants to full-time undergraduate courses from autumn 1998 to contribute up to a maximum of £ 1,000 a year to tuition fees, depending on their parents', spouses' or own income. Tuition will continue to be free for students from low-income families.
